KUALA LUMPUR, 30 JUNE: All Transport Ministry agencies will reopen their counters tomorrow, with some guidelines in place, as announced by Chief Secretary to the Government Tan Sri Mohd Zuki Ali yesterday. In a statement released today, the Ministry stated that the counter services would only be available for services that could not be completed online, and that physical attendance would be by appointment only, with no walk-ins permitted.
It further said that “the capacity of those on duty at the counters must not exceed 50%.”
All Road Transport Department (JPJ) counter services for commercial and private vehicle transactions will be available, according to the Ministry, with the exception of services that may be completed online through the public portal mySIKAP or the department’s strategic partners.
It claimed there were 38 services available online through mySIKAP, but 11 other transactions, such as booking registration numbers and ownership details, would require biometric confirmation (one-time registration) in order to complete an online transaction on mySIKAP.

Except for driving licenses, all applications for the Land Public Transportation Agency (APAD) can be made through appointments. Appointments can be made using the APAD portal, which is accessible starting at 4 p.m. at https://www.apad.gov.my/temujanji/index.html.
“Applications for Temporary Operator Licenses must be sent directly to [email protected] through email.
“During the National Recovery Plan time, operators and companies are not required to submit license renewal applications within 90 days of the expiration date,” it said, adding that the public may get more information from the APAD’s Facebook page, @APADchannel.
Meanwhile, the Marine Department and the Sabah Commercial Vehicles Licensing Board (CVLB) each offer seven transactions that can be completed by appointment at the counter.
