THE total Certificate of Entitlement (COE) quota for the period May to July 2024 has increased 2.7 per cent or 397 to 15,104, compared to the preceding three-month period of February to April 2024.
Quotas for the two passenger car categories, A and B, saw small increases, despite less addition to the quota from “cut-and-fill”.
As termed by the Land Transport Authority and first implemented in May 2023, cut-and-fill is the policy of bringing forward guaranteed future deregistrations from peak years to add to the current supply of COEs.
Total cut-and-fill additions fell 26.4 per cent or 862 to 2,400 across the same time period. Only Categories A, B and D received cut-and-fill additions.
The quota for Category A, used to register mainstream cars, increased 3 per cent or 166 to 5,775.
It applies to cars that have engines of up to 1,600 cc in capacity or with up to 97 kilowatts (kW) of power, or for electric vehicles (EVs) with up to 110 kW of power.

Cut-and-fill additions for May to July are 1,107, compared to 1,803 in the preceding quota period.
But the total Category A quota was higher as there was an increase in replacements for deregistrations, which is the main contributor to COE quotas, regardless of category.
COE quotas are chiefly determined by the rolling average of the number of vehicles deregistered over the preceding 12-month period.
For Category A, the replacements for deregistrations amounted 4,476, compared to 3,806 in the preceding period.
The Category B quota increased 1.3 per cent or 49 to 3,944.
Category B applies to cars with engines of more than 1,600 cc in capacity or that have more than 97 kW, or for EVs with more than 110 kW.
Its cut-and-fill additions dipped to 800 from 1,150, but replacements for deregistrations jumped to 2,977 from 2,738.
The Category D quota, for motorcycles, stayed the same at 3,105. However, its cut-and-fill additions increased to 493 from 312, as its replacements for deregistrations dipped to 2,612 from 2,793.
Quota for Category E, the open category, rose 12.9 per cent or 120 to 1,048. A Category E COE can be used to register any type of vehicle except for motorcycles.
The quota for Category C, used for commercial vehicles and buses, rose 5.3 per cent or 62 to 1,232.
